Dr. Jennifer Chan returned to southern Ethiopia to evaluate a community-based drought early warning system.  In 2007 Dr. Chan and colleagues at the Harvard Humanitarian Initiative, with Oxfam America, created a novel community-centered drought early warning system for villages vulnerable to drought, conflict, and displacement.  The novel tool uses VAS (visual analogue scales), bi-directional information systems and local decision-making models to empower communities to mitigate drought conditions.
